when you mine cobblestone with a stone or wood tool it becomes loose cobblestone.

Usages

If you only have stone or wood tools but want to make a cobblebox, you can compact it back into cobblestone with any mallet. If you pummel loose cobble with a pickaxe, you get stone chips and the node becomes gravel
